Şehremaneti, görevini kendine bağlı on adet belediye dairesiyle yürüttü. Zamanla bu sayı değişti. (1912’de 20 daire) 1909’da İstanbul’da ilk defa Vilâyet teşkil edildi. Vali-Şehremini arasında 1922 yılına kadar süren görev-yetki kargaşası yaşandı.)
